How It Is Now?
Google has announced that it will “generally” not use the query while generating these titles.
It will now generate titles to better describe what the pages are about, regardless of the exact words in the query.
The giant agreed that it will still use HTML title tags as the principal way of generating titles more than 80% of the time. However, it would not be all it uses.
It will now use the text that humans are able to visually see when they land on a web page. So, in case your H1 is too long, the system may pick up another header that conveys well the intent of the page as the title.
